Offer two descriptions when no single word fits, then comment; 'A, or maybe B', 'you could call it A or B'.

At a glance

A というか B というか means "A, or maybe B; it's hard to say which". The speaker cannot find one exact word, so they offer two descriptions and then usually add a comment.

He's bold, or maybe reckless; he does dangerous things without a second thought.
