~かねる

Express inability or impossibility of doing an action (often as a polite refusal).

At a glance

~かねる means "cannot (do)" or "find it hard to (do)" because of circumstances, rules or feelings, not because of a lack of ability. It is formal and is often used for polite refusals in business and customer service.
