必ずしも~とは限らない

Not necessarily; not always.

At a glance

必ずしも + [plain form] + とは限らない

必かならずしも高たかいものが良よいとは限かぎらない。 Expensive things are not necessarily good.

How to form it

とは限かぎらない attaches to the plain form:

Attaches to Example Meaning

Verb (negative) 行いかないとは限かぎらない it's not certain (someone) won't go
Verb (past) 行いったとは限かぎらない (someone) didn't necessarily go
