AはBほど～ありません means "A is not as ~ as B". B is the standard, and A does not reach it. This is the polite form.
A は B ほど [adjective in polite negative]。
このかばんはあのかばんほど高くありません。 This bag is not as expensive as that one.
How to form it
ほど comes right after B. The adjective or verb at the end must be negative.
